Louis Pierce raped his first victim when she was walking to school on a cold January morning in 1989. The victim was a 15-year-old female. Pierce approached her and stuck a knife at her side and told her to come with him or he would kill her. At a secluded location, Pierce pulled up the victim’s shirt, pulled down her pantyhose and vaginally raped her on the snow-covered ground. While raping her, Pierce held a knife by her head “to make sure she kept her mouth shut.”

Four months later, Pierce approached his second victim, an 18-year-old female. The victim was at Delaware State Park, where she was sunbathing with a friend. A masked Pierce approached the woman and brandished a knife. When the victim tried to get away, the inmate held the knife to her friend and made the victim come back. Pierce made the victim remove her bathing suit bottom and lay down on the ground. He vaginally raped her at knifepoint. The victim was six weeks pregnant at the time. She told Pierce he was hurting her and he told her to shut up.

Pierce attacked his third victim, an 18-year-old female, when she was walking home from a friend’s house. Pierce came up from behind her and grabbed her. Pierce told the victim he had a gun. The victim struggled with Pierce and was able to run to the safety of an approaching car.

Pierce was arrested a short time later. During his pre-sentence investigation, Pierce claimed that the third victim was high on drugs and the other two victims only identified him as their attacker because of pressure by the police. Pierce took no responsibility for any of his actions.

On July 18, 1989, a jury convicted Louis Pierce on two counts of rape by force and one count of kidnapping. He was sentenced to 3-15 years for the kidnapping charge, 5-25 years for one rape charge and 7-25 years for the second count of rape. His total aggregate sentence for his crimes was 15-65 years in prison.

According to a 2008 letter to the parole board the Delaware County Ohio Prosecutor’s Office states that Louis Pierce has “never taken responsibility or shown remorse for his crimes.” In that same letter then county prosecutor and and now Ohio Attorney General Dave Yost wrote, “I object to the to the release of this violent criminal and recommend he serve the maximum sentence.”

No Parole

Releasing Louis Pierce would demean the seriousness of his crimes and pose a significant threat to the community. Based on the fact Pierce raped a 15-year-old girl and a pregnant woman at knifepoint, and also attempted to kidnap a third woman likely with the intent to rape her as well, we believe that he should be required to serve his full sentence of 65 years in prison. We urge the Ohio Parole Board to deny parole for Louis Pierce and give him the maximum ten-year continuance before his next parole hearing.
